全球化学品管理三项公约缔约国大会开幕:讨全球化学废物管理等问题

TheBaselConvention,RotterdamConventionandStockholmConventionheprovidedaseriesofcontrollingmeasuresinprotectinghumanhealthandtheirlivingenvironmentfromthedamageofhazardouschemicalsandwastes.AchimSteiner,ExecutiveDirectoroftheUnitedNationsEnvironmentProgrammepointedoutinthepressheldonMay4that,thesamedayoftheconferenceofthecontractingcountriesofthethreeconventionsthat,agoodframeworkofinternationalchemicalsandwastestreatmentshouldbeestablishedtoreducethedangerpeoplesufferfromtheseitems.Aframeworkofglobalchemicalstreatmentshouldbeestablishedtopreventtheoccurrenceofthetragediesoverthepast100yearsduetotheintroductionofalargenumberofcertainchemicals.

Steinerpointedoutthat,chemicalsispartoftheeconomyofthe21stcentury.Theycanbefoundaroundenvironment,andaretheponentsoftheitemsthatareused.Thethreeconventionsarenottoforbidchemicals,buttoprovideascientificplatformtoprotectdecisionmakers,themassesandtheenvironmentfromtheharmoftoxicchemicalsandreducethesideeffectsofchemicals.Theutilizationlimitationsofchemicalscanprovideinformationtothemarketandfindoutsubstitutes.
